problem downloading documents

I've tried multiple times (since yesterday) to download a few documents and always get the same answer: "The file is not available on the server"...any hints? (I'm trying to download some tutorials and the document "Principles of Impact Analysis and IMPLAN Application Preview." But I also tried with some random files just to see if it was working...) Thank you in advance.

  I spoke too soon...apparently the document is not the final version as it's missing several pages...is there a location where to find the complete version? Thank you very much...

  That document is just a sample to give you an idea of what is in the new user's manual.   Thank you for the information. The blurb refers to a "preview" but it wasn't clear that this was an excerpt of the training material. Thanks again.
