Hello Aymie, The Tax impact report is based on what was collected for the year of the data, not tax rates. Thus the report will provide you an estimate of tax collections based on the tax dollars associated to Industry production in your specific geography based on the collected data for the year of the data set. So the tax estimations themselves do reflect locally collected taxes. However, the splits of tax types (row descriptions) are based on national averages, so for example while the TOPI should be a solid estimate as long as significant changes haven't occurred in your economy since the year of the data set, the tax types description may need adjustments for local conditions. Because of the Industry mix we typically don't recommend modifying the Indirect and Induced components of the tax impact; however, if you know your Direct taxes, you can certainly modify those to match your known. The following article goes into more detail about how the tax impact forms are created and their source data.
