    Hello Dave, Employee Compensation in IMPLAN is the total payroll cost of the employee paid by the employer. This includes wage and salary, all benefits (e.g., health, retirement) and payroll taxes (both sides of social security [employee and employer], unemployment taxes, etc.). The distributions of payments by Employee Compensation and TOPI to State/Local Government come from the Census of Government Finances and are state-specific. The distributions of payments by Employee Compensation and TOPI to Federal Government come from NIPA and are national averages. The distributions of payments by households to both Federal Government and State/Local Government (from the Bureau of Economic Analysis) are state-specific.
