use IMPLAN for trend analysis?

Can IMPLAN be used to make projections? For example, project population and employment for a multi-county region in 2010, 2015, and 2020?

No. IMPLAN is an Input-Output model, which means that it estimates the economy of a specific change in demands based on a current picture of a regional economy. To project total employment in 2015 would require projection of all final demands to 2015.
