    Create an aggregated region employment adjustment value by:

    1. For each region included in the aggregated region, build an individual model.
    2. For each region, export employment by industry (this can be exported from the study area data).
    3. Apply each region's specific employment split by industry ratios to the region's employment by industry value.
    4. Sum W&S employment by industry across the regions.
    5. Sum proprietor employment by industry across the regions.
    6. For each industry, divide the W&S employment value by the industry's total employment (sum of the industry's W&S and proprietor employment).
      • This is the aggregated region's W&S adjustment ratio.
